Allen To Concede At 3:00 pm ETSen. George Allen (R-VA) will concede his Senate race to James Webb (D) at a 3pm news conference. Webb plans to speak shortly thereafter. UPDATE: VA GOPers are trying to ensure that Allen, a much-beloved figure within the grassroots of the party, is among friends when he faces the media later today.
