You know a caucus is confusing when the judge doesn't understand how one works.
What makes you think the Judge was confused. It seems pretty simple, a federal Judge declining to issue an injunction that would violate the Constitution:
“State Democrats have a First Amendment right to association, to assemble and to set their own rules,” Judge Mahan said.
