Obama Announces $1B Education Proposal, Would Double Funding For Charter Schools

DAYTON, OH – Barack Obama released a new education proposal today that campaign officials estimate will cost $1B a year.

Arguing that a strong education policy was essential to America’s ability to compete in a global economy, Obama said John McCain had been in Washington for nearly 30 years but had done little to strengthen America's schools.

“In those three decades, he has not done one thing to truly improve the quality of public education in our country, not one real proposal or law or initiative, nothing,” he said. “After three decades of indifference on education, do you really believe that John McCain is going to suddenly make a difference now? John McCain doesn’t get it. He doesn’t understand that our success as a nation depends on our success in education and our success in public education. That’s something I do understand.”

The criticism of McCain reflected his campaign’s latest argument that Republicans do not understand the kitchen-table concerns of hardworking families, an approach the Democrat's team hopes will work effectively in economically-depressed states like Ohio, an important battleground. The education speech at a high school here marked the senator’s eighth trip to the state during the general election.

Obama said partisan bickering had stood in the way of education reform and that his Republican rival had “marched with the ideologues in his party” by opposing efforts to expand Head Start, hire more teachers, make college more affordable, fully fund No Child Left Behind and by proposing to close the Department of Education.

Investing in early childhood education and a $4,000 college tuition tax credit, in exchange for public service, have long been parts of the senator’s education proposals. He proposed programs today that would provide $500M in matching funds for investments in technology, to increase access to Advanced Placement courses in high schools and to double funding for charter schools. He also aims to provide parents with a report card to help them keep abreast of their child’s educational development. Obama promised as well to institute pay-for-performance programs for teachers.

The programs would be funded with savings from a “comprehensive effort to cut government spending, including reforming federal contracting, reducing the number of federal earmarks, improving federal procurement processes and ending wasteful unnecessary federal programs,” according to a fact sheet provided by the campaign. In his speech, Obama spoke about paying for his proposals by winding down the war in Iraq.

Obama also touched on the importance of education in helping him overcome modest beginnings.

“This is a country that let the child of a teenage mom and an absent father reach for his dreams," he said. "You see, I wasn’t born with a lot of advantages. But I was given love, and support, and an education that put me on a pathway to success. I know that the only reason Michelle and I are where we are today is because this country we love gave us the chance at an education and the reason I’m running for President is to give every single American that same chance.”

That is called a report card. This isn't new information. And double funding for charter schools? That ought to be very popular (not) with public school teachers.

I was just reading another blog on this subject and was stunned to see that many posts decried this as expensive and desperate?!? After $1.6 TRILLION dollars spent on this failed war, they have the nerve to say that $1 Billion is too much? That's what this administration spends in two days on a war we never wanted, can't win even if we win and McCain doesn't want to end. Why is it so important that we kill people in foreign lands but can't pay for our own children? That's just not Christian.

Are the children of his district dancing in the streets over this news or still protesting in the streets over all of the non action that has been done on his watch. Obama is gasping so bad you can see gills developing on his neck. Look to the world on education, we suck. Inflated grade averages, law suits over discipline issues an outdated cirriculmn, etc...All because the teachers union blocks any attempts at change and reform. Look to our grand colleges...professors who don't stick around to teach, professors who are all lock step into interjecting thier political stances into our children and again no accountability. Now a Obama plan that has to incorperate all of this non educational baggage, which, no matter what he chews out now, he will have to do. Palin's not the biggest gimmick; the four years of blame bush is. Everything Obama says from this point on is reactionary to Palin's popularity..and that makes Obama a leader I want to vote for?? I think not.

You democrats just don't get it do you, we are turning out studends that are rated 26th in the world as far as ability in Math, and science, and you want to throw more money at the program. How about making the people in education responsible for thier actions? We are already spending more money per student then all of the nations that are ahead of us. So we are going to pour 18 billion more into the sinking ship. I have an idea, why don't we just call some of the countries that are doing a better job then us and have them mail us a copy of thier system, then we could spend the 18 Billion on implamenting a plan that works. Every time Obama comes out with a new plan to spend another 20 billion dollars about 100,000 people go over to the rubulican side. We have the right to persue happiness in this country not the right to recieve free money until we're happy. When you finally get everybody living on the government who's going to pay the taxes?

More Federal government interference in a problem the states should be addressing. And his brilliant plan to take more money out of the pockets of taxpayers when we already pay more in taxes and for the basic necessities than at any time in history. Tell me how thid democrat controlled congress and senate has made life so much better for us, and don't tell me it is the presidents fault... the president does not enact laws and taxes- that is the congress and senate.

Do Democrats ever realize that the worst schools in america are also the ones who spend the most of kids. Maybe it's not a funding issue. It is a PARENTS issue, it is a BAD TEACHER issue and it is a LAZY AND STUPID KIDS issue.

Maybe instead of paying teachers and administrators more money and building bigger schools and district offices (where the money will actually go) thus making HIGHER PAID IDIOTS.

The worldly problematic igmatic shaping of our time in interactive sources and issues from economic, dollar values, natural resources, health, exchange, business, social and ecological and spacial all forming and molding this millinium and century are so exhaustive and pardaynamic. Can the interactions of communications and need and demand be balanced?

The Fannie Mae and Freddie Mac how is it that this company that was to assure the ongoing, profitablity and security does not know that it should have had mortgage or secondary market insurance to cover losses and liability, accountability within and without, accounting firms and laws as well to the people, that balance statements should include reserves for this type of business and to know the items on a balance statement and profit and loss that are for managerial abilities, not just expenses but depreciation, age review, problematic solving of those that become delinquent. Reserves Reserves, Mr Obama Reserves are required of banks and should be for Servicing entities and corporations and not just oil and gas. Assets are partial reserves but value can fluctuate in any market for all items. Including real estate. Thus one hundred percent or more is an extremely high risk to value for loans. Perhaps another way may help.
In London! OH MY God! A city putting out it's own currency for local use. A credit card prepaid of sorts is one thing, but a currency for how many cities and territories? Can this threaten the English currency and or the European currency and your market. Second thoughts and cautions there.

Fertility and Religion! I ask the Pope and Archbishops, how can you threaten or talk down the birth to an older woman. Know not you the stories of the bible? Blessed be the woman and child. On the plus side if children are born to older woman that are able to be healthy can they not resolve some issues seen in other births? I know presently we have statistics that show increased risk and acknowledgably such things and downs syndrome occur in older woman. But not all cases and tests can determine this. In time perhaps before the fertilization. Is it hyprocracy to storm an older couple and then say abortion is illegal or not acceptable in the church? Please clarify for the world.

In fact treaties and agreements have been formed for centuries in ways that offer benefit not just profit for many nations and yours priviledged by God to have oil can help many nations not just America by allowing participation and or assistance in drilling and updating your equipment. The update can save you energy, time, water, keep water and ecologically much cleaner and find ways to utilize and use oil and gas in higher production or use with less of it. This can also assure you ways to sell this during any world events and weather conditions. Your land and people are also of concern for their protection as what happens in your nations comes in the waives of the ocean, the vanotechnology, oceanonics, molecular changes and advancements that should be used in positive ways not just destructive. Even the smallest of seapage into the ocean or air can infiltrate into your animals, water table, wells, sewage, land, agriculture and impact what is produced. Safety for your production plants and equipment and nation. Advancements in reserves and accounting are escallating world wide and this is important also for you to maintain the safety requiements of those who come into and fro your ports for obtaining and transporting this as well as the manner and safety of the currencies used for the purchase. The concern for the American faces of terrorists amoung the world is one that the American people and our constitution and laws will take action against for ourselves and other nations. After nine eleven and our attempts there after to protect others threatened by these perverse minded people is on going. We know and do not want our people becoming actively participants in any terrorists activities. Our government and our people will seek and take out. The faces of the American people of many and defining them as American Faced Terrorists is flaggrant. Identify and our government and our people will take action. No. Just no. Education should not be the job of the federal government. More bureaucracy rarely helps in my opinion, education should be completely done at the local level with very little involvement at the state level, only to set general requirements and do school evaluations of progress. Does not need to be very large at the state level and if anything at the federal level, it should be one person that organizes statistics that each state gives him. That's it. The local government should decide how to educate our children, if you don't like what is happening, it's easier to contact local officials than a federal bureaucracy.

I'm not sure what to make of this plan but I will say this; I have worked in and observed schools in affluent areas and impoverished areas and John McCain's education plan is a recipe for absolute disaster. I can't say that I agree with this plan in it's entirety but it's better than John McCain's 'lack of' Education Plan.

Nice try. The federal government has no business even having a department of education. Maybe he needs to pay somebody off (teacher's union?). He ought to just stick to his only real policy of "sticking it to the man"! Whoever that is.

He voted against the new GI bill that gives us service-members more money for education and allows us to transfer those benefits to our dependants if we don't use them. Obama voted for it. I sit in the same office with and do the same job as civilians with the same level of training as me, yet they make $100,000+ a year while I clear about $35,000... that includes all pay, bonuses, allowances, and benefits (including food, housing, and medical). Good job republicans who claim to support the military. Obama voted for this bill that allows me to advance my education once I'm out of the military, partly in thanks for my service, to enable me to be more productive as a civilian. It allows me to transfer that benefit to my children, so that should I not elect to use it, they can benefit from my service and get a good education. McCain voted against that.

What's the deal republicans, who do you really want to help? Where is your change going to come from?

People who keep questioning Obama with how he intends to pay for these change proposals need to wake up. Do you realize how much we spend a day in Iraq, Afghanastan.!? Do you know what our current millitary budget is? Do you know that is is more than have of the pie, which is why we cannot properly finance education proposals like Obama's and others. Obama is going take money that is currently being wasted, and apply it to different avenues. If it wern't for Iraq, we could fund his education and health care policies. I thought Republicans were supposed to be fiscally conservatice, I guess that's only when there trying to stuff their greedy pockets. I care about money too, but I also care about the good of the country.

History Lesson
The repubs are a funny lot. Their savior Ronald Reagan is the bottom line cause of all this hardship and depreciation in our country today. ( I call him the 4 trillion dollar man) He was a nice but tough man.
He destroyed the middle class, airlines, auto industry, manufacturing, airline safety etc. Please dont take my word for it look it up and study your history.
Anybody remember deregulation of the banking industry during reagan's watch? That only cost us a trillion dollars to bail out. Wonder why taxes are so high? Sound familiar? By giving carte blanche to big business on the premiss of "they will do the right thing" is wrong and stupid. The only people who did well then were the rich, and the disparity between the upper and middle class just grew until we have what we have now. A cluster @#%$^ of epic proportions. It is a fact of history, hand people big money or big power with no oversight and they will never do the right thing for others just for themselves. Thats why the founders of our great country wanted a system the way they designed it. They were wise and knew what would happen without it.
So when it got more expensive for the middle class to live the "mom's" had to go out to work to make up the pay difference a one income family was able to survive on before hit-man reagan came to office. This means less parent time at home, less homework being done, more Mtv, less teaching of the family values we ALL want in our homes- kids get lazy and stupid and find guidance from the bad element in society and not the good teaching of parents - parents work harder - are more tired - kids are in more trouble - and the vicious circle goes on and on.

Now dont get me wrong I believe in a free market society but to trust people to "do the right thing on their own" with big money or power is as I said, stupid. Deregulation only works with oversight as should ANY large or critical system have some checks and balances.
You wouldn't run a big network without an administrator but you will let the banking industry police itself! STUPID - or, there

No matter what you might think of Clinton, what I remember is he did a good job in creating jobs, lowering the debt, lowering crime, and won a war (bosnia) (yea it happened so fast people hardly remember it) - thats how I want to see our wars fought myself - no 10 yr plans - I actually felt safe and comfortable and happy for my family at the time.
His biggest crime was getting some in the whitehouse - yes, it was wrong, I agree to that - but did it deserve the BS and the resources the republican congress used to make their point? It was ridiculous and wasteful and I believed at the time that he hads a" busted " moment and that was between him and his old lady (Hillary) and no-one else unless we should air out the affairs of everyone in the country. Oh, you say he was the pres at the time so that makes it our business? yes you are right as is Palin's family "mistakes" that are now forgiven by some who led the charge against Clinton. Seems the republican's set the standard for this type of scrutiny but now call it unfair.

I can't believe what I am seeing here. I can't believe how many people in this country [almost half of them] are so stupid to go for four more years of George "Dumby" Bush's policies. The picture is as clear as daylight and yet many of you refuse to see that McCain just isn't the man for the modern world. On top of that, I can't believe that many of you are completely ignoring the math in the part of eduction. Let's see:

1. Because of the extensive cost of the war that has dragged on for at least 5 years already, were are unable to fund the schools and teachers that need critical help and resources. The war in Iraq is also the reason why No Child Left Behind got left behind because the war prevented us from funding it properly. Sure, education can cost is Americans $1 billion but the war is costing us millions [if not billions] of dollars every day for the past 5 years.

2. The war was the very reason we as Americans are in a major debt. Have you looked at our deficit lately? It's so big, it already hitting the $400 billion mark. And this is because big businesses like oil and manufacturing corporations are receiving pointless tax breaks from the Republicans while shipping jobs overseas [by the hundreds thousands every month]. Because of this, more people are unable to pay for food or bills let alone spend money to promote our economy. And even if Americans do manage to spend money on trendy products and the like, much of the money will go straight to China because almost all of the junk here in America are made in China. Heck, I even have an American flag that has the "made in China" label on it and I am discusted by it.

3. Because of the war in Iraq and because of the huge tax breaks the big businesses are getting, how in the world is McCain going to fund the contruction of 40+ nuclear power plants to help create jobs and energy? And even if we did have the money to spend right now, it will take 4 years alone to get the license to even begin building all of them and another 4 more years to finish building them all. That's almost eight years of work just to turn them on. And that's if we start now. So, John McIdiot over hear will have just finished his second term [if he can even live that long] by the time the first of 40 new nuclear power plants get ready to switch on. And don't forget that it will cost billions of more dollars a year [if not every month] just to maintain them all.

Now let's look at Obama:

1. Since he wants to end the war in Iraq in 16 months, that means more of our money will go in to funding No Child Left Behind so that it can no longer be behind. That way, our poor illiterate kids will be able to get the help they need to learn and excel.

2. Obama's energy plan calls for renewable energy such as wind mills, solar power, geothermal energy, etc. That plans requires a lot LESS money because it's cheaper to install solar cell panels on your roof as oppose to spending billions and wasting two terms building a nuclear power plant just to achieve the same result, which is to rid us of our dependence on natural resources. Sure, solar panels won't rid us of our dependence on the local power companies now, but at least your electric bill will be smaller.

3. Obama's plan is not to tax the middle class at all. Get that fact straight. I'm so sick and tired of the right-wing nut jobs trying to distort that truth. He's not going to raise taxes on the middle class or poor. Instead, he will raise the taxes on the rich that get away with loads of dollars that are totally 100% taxable. And by rich, he's referring to the folks that make $250,000/year or more. If your yearly salary is below that mark, you won't get taxed. If anything, you'll see small taxes on your end if you are below that mark. I just recently saw a McCain ad this week saying that Obama will increase taxes on the working class [which is the same as middle class anyways]. That is a load of BULL!!! And by taxing the big businesses as well as ending this pointless war in Iraq, our country would be able to pay off that huge $400 billion deficit that has plagued our country.

Now that you see the math, why do you stupid right-wing nut jobs refuse to accept Obama as our next President? Why do you still go for John McCain? By the way, I use to be a Republican myself and I has to admit that it feels great being a Democrat now. From this side of the table, I can see why Republicans are considered fear/war mongerers.

I am amazed at how little people care about education enough to look at the outcomes. It is laughable to believe that testing is key to improving educational standards. If you compare the money spent in other countries on education and the efforts to guarantee children can get an education, it is clear that we missed the boat. The answer isn't a standardized test that requires spending weeks to learn just how to take the test instead of learning the foundation to succeed which is reading, writing, and math.

In addition, the professional that have the passion to teach are devalued and paid poorly, we wonder why our children aren't excelling. It is a simple answer, YOU GET WHAT YOU PAY FOR

Some of the bloggers talk about throwing money at a problem when referring to education, but blindly follow an ignorant President and Vice President with financial interest in the war industry and oil into an unending war. They earn record earnings for themselves and their supporters while the majority of the pay in blood and go bankrupt. How is this possible? The answer is education has come down to be assessed by a standardized test, instead of the process of thinking critically and learning the facts.

MY FELLOW VOTERS. Educate yourselves and realize that putting money into education and insuring access are the lessons learned by those countries that are ranked above us.
